You do not need the original Monstrous Races to use most of this document, but owning Monstrous Races will make the design notes make a lot more sense.

Volo's Guide to Monsters includes both new monsters and variations on existing monsters, so Monstrous Races 2 includes new monstrous races and a variety of new options for monstrous races published in the original Monstrous Races. 
The sequel to Monstrous Races, Monstrous Races 2 presents player options to play every monster in Volo's Guide to Monsters.
